if those are grant credits and not something you bought then it has always worked like that

nothing prevents you using them. afaik grants for research, dev prototyping, etc. purposes have lower capacity caps by default but it allows then to give many users without overloading the api

those wont increase any usage limits, only starts the first successful payment counter if never paid anything before which then would allow you to jump tier 2-3 next week

that doesn't seem fair, its quite challenging for me now.
it means I'll most likely face similar challenges next month

I am on Tier 2, increasing to Tier 3 means paying $100, that I don't have atm

i dont think there is anything you can do within this month anymore if you never bought anything. if you got them from the ms startup grant then use azure openai api
