Tier limits are broken

Tier limits seem to be broken, I am on tier 2 and somehow gpt-4 has 5000RPM availability than gpt-4-turbo, shouldn't it be other way around?

No, gpt-4 corresponds to the "first" gpt-4 that was released, and 4-turbo is the lates new and improved model, so it is to expect that its ratelimits are kower. Turbo means "better"/"imrpvoed" if you want.
