#API Rate Monthly Limits Triggered Incorrectly

https://platform.openai.com/docs/guides/error-codes/api-errors. So umm, im getting an error related to exceeding my so called api monthly rate limit, this is regardless if i use playground or if i use code directly via api. I checked my account with open ai via https://platform.openai.com/usage , and i have a rate limit I set of 100.00 (this is for testing), and I haven't even surpassed 2..00 dollars. I did check also https://status.openai.com/ and there is nada in terms of current issues, so what gives. Is there an unannounced issue, just me? , something I could look at that I have not already looked at??

So my solution, was to do the following : Go to billing and proactively add 30.00 in credit to my account and this resolved it.I have absolutely no idea, why this was a required thing, since OpenAI never had an issue charging me end of month for usage.

This is an issue for a number of reasons:```

  1. The 1.92 / 100.00 limit is mis-leading, makes me think my buffer it allocation is 100.00.
  2. There was no alert that it was REQUIRED to have some form of credit applied to a users account.
  3. This leads to a poor experience, as no where, anywhere does it state what the issue was. Given I am a paying customer, I should not have to research and troubleshoot the issue with zero in terms of support to address it.```

I understand there could be user education opportunities, or a user simply doesn't look and understand what they need to do, but there should not be a situation where a user needs to "guess" at what is needed. I think the useage part of OpenAI, specifically for API needs to be revamped to be much more clear of what is needed and why.
