Yes, GPT-4 does offer web browsing capability. This feature is known as "Browsing" and it allows ChatGPT to browse the internet to provide you with current and authoritative information, complete with direct links to sources. It is no longer limited to data before September 2021. This feature is available to all Plus users and can be enabled in the beta features setting of your account.

Here are the steps to enable it:

  1. Click on 'Profile & Settings’
  2. Select 'Beta features'
  3. Toggle on ‘Browse with Bing’
  4. Choose Browse with Bing in the selector under GPT-4.

This feature is also available on the mobile ChatGPT app. To enable it, go to the “new features” section of your app settings, select GPT-4 in the model switcher, and choose “Browse with Bing” in the drop-down.

Please note that the browsing feature is not included in all GPT-4 tools. For instance, it is not included in the GPT-4 API.
