Deleting your ChatGPT account is a permanent action and cannot be undone [source (https://help.openai.com/en/articles/8142208-chatgpt-android-app-faq#h_4db4d06e43)]. Once deleted, you will be prevented from using the account to access OpenAI services, including ChatGPT, API, and DALL·E. You will not be able to create a new account using the same email address [source (https://help.openai.com/en/articles/6378407-how-to-delete-your-account)].
Your data will be deleted within 30 days, except for a limited set of data that may be retained for longer where required or permitted by law [source (https://help.openai.com/en/articles/6378407-how-to-delete-your-account)]. Deleted chats are hard deleted from OpenAI systems within 30 days, unless they have been de-identified and disassociated from your account [source (https://help.openai.com/en/articles/6378407-how-to-delete-your-account#h_253e4161b9)].
As for reusing the same phone number, OpenAI currently allows only three accounts (including deleted accounts) to be associated with a phone number. This means that once you have used the same phone number for three accounts, you cannot create any additional accounts with that phone number, even if you delete the accounts [source (https://help.openai.com/en/articles/7039943-data-usage-for-consumer-services-faq#h_05c8ebb1a5)].

To suspend your ChatGPT Plus account, you would need to cancel your subscription. Here are the steps to do so:
- Click “My Account” in the sidebar on the ChatGPT website.
- Then click “Manage my subscription” in the pop-up window.
- You’ll be directed to a Stripe checkout page where you can select “Cancel Plan”.
Your cancellation will take effect the day after the next billing date. You can continue using the services until then. To avoid being charged for your next billing period, cancel your subscription at least 24 hours before your next billing date. If you're using the ChatGPT Android app, you can cancel your subscription through the Google Play Store:
