Company account with multiple users.

Good day. I'm looking to find out if:

1. There is a way to separate an openAI account into production and development (and how).
2. If the account can be tied to a company rather than a single user i.e. a company account with multiple users.
   a. Last I checked, a user had to share their personal phone number, and couple only be tied to one openAi account, so if they already had an account, they couldn't join a company account as well.

the simplest option is to create different APIKeys and enable usage tracking for each environment
