I have literally zero activity on my account this month.

I am happy to provide account name for reference, as well as screenshots upon request. I attempted to attach screenshots to my initial bug report, but the system auto-muted me and deleted the entire message because I was "attachment spamming." I had 7 snaps because the account page it too big to fit on a single screen, otherwise I'd have used a single screenshot.

GPT4 is separate from the API. You need to add money to the API and then it will work

I see. So was there a free tier for the API or something? Maybe a free trial I had signed up for? It's worked for several months up until now. What changed?
