I have nordvpn installed and openvpn. Neither were enabled at the time of report but I've used both frequently before this incident

I'm not sure about OpenVPN, but NordVPN has a feature called "Web Protection" that can sometimes cause issues, even if the VPN itself is disabled. On the desktop app, it's located in the "security score" section in the bottom-left. As a test, can you try disabling that feature if it's currently enabled, and then maybe try signing in again in a private tab without any extensions enabled? Just trying to troubleshoot where the mismatch might be coming from.
