Labs is DALL·E 2, not DALL·E 3, but what issue are you having when you try to upload an image? Could you share a screenshot, or perhaps a screen recording? I just tested it and it seems to be working for me.

You said this happens on all devices too? I just tested it on Firefox on my Android phone and it worked fine, so odd.

I don't have any VPN installed, this problem happens on all my devices and my partner's devices. I've tried from different internet connections (Wi-Fi, 4G) etc. It's really strange.
