not fully resolved. new conversations now work again (although they are requiring repeated generation of answers to sometimes get around errors), but old conversations with images are basically soft locked now, and cannot generate new responses

both new and past conversations with images (in gpt4 and custom gpts) now work again, i would consider this resolved. would love to know what happened here…
