Voice Over is detecting my voice/speech, but it will listen indefinitely.
When I am done talking, it shows "Hold for manual control"
When I hold and speak, it shows "Release to send", but it will still be in listening mode once I release.

Yep exactly the same issue here on Samsung Galaxy S23 Ultra running Android 13 and One UI 5.1. Hasn't been working for quite a few days if not a week. No VPN. No DNS. The dots next to the microphone icon still react to my voice but the large circle grows while speaking but doesn't light up white like it used to when reacting to my voice just goes a little brighter grey and then like @keen hound said it just listens indefinitely. When holding the cirlce it says release to send but once released it just says listening again.
