why I'm asking: I've been working to create an educational table top game... haven't been able to figure out good game mechanics yet. Now, with GPTs I'm thinking maybe some variant of role playing game would work.

Usually there is some initial setup prompt.
Then you in steps describe the loop
Something like
- Describe consequences of user decision
- Draw an visual depiction
- Propose 3 new action options

I've found that the GPT Builder overwrites the prior instructions. Do you just write it in an editor and copy-paste it in under the Configure tab?
