I use "ClearVPN".
It looks like ClearVPN might have a feature called "Secure browsing" or something similar that filters your traffic/DNS, or maybe blocks ads or something? I can't find a for-sure name for it, but many times with VPNs, these additional "filter" features may need to be disabled separately, even if your VPN connection itself is already disabled.
Can you search for such a feature and see if it is disabled? Other than Secure browsing, it may be called something like Web Protection, Net Shield, Threat Protection--something like that.
Apparently there is, but it is not enabled either now or when using ChatGPT (as I understand).
And with both that feature disabled, and the VPN itself disabled, you still are unable to use ChatGPT at all?
If so, do you have a second device you can test on, like a smartphone?
I just rebooted the computer, and achieved some success, but not exactly that great.
Now I’m absolutely sure that the VPN is not turned on, but when I try to ask him “Hey, can you view the files attached to you,” everything is divided into two events

Hmmm thanks for the updates. Everything working on the phone really points to there being some network interference on your computer of some kind...
Was your phone using the same internet connection as your computer, or was it using its cellular network connection?
Can you get a full response if you don't ask it to look at any files? Like for example, "Can you tell me a story?"
I know you said you have tried in two different browsers, but do you have a browser extension installed to both or either that may be affecting ChatGPT? Either an unofficial ChatGPT extension, or something that filters your traffic/DNS like a VPN or adblocker extension?
Yes, my phone is connected to the same WIFI network as my computer (5G network, if that's useful)
There are only 2 extensions installed on my Google Chrome: Google Documents offline and automatic website translation.
There are no extensions in Firefox.
And when I asked my custom GPT to tell me a story, it consistently gave me an error in the middle of the conversation
Well that is frustrating. Is it the same behavior in the regular GPT-4 model (not your custom GPT)?
Then, I have a couple other suggestions for potential things to look at on your computer itself still. First, do you have any kind of firewall or antivirus program active that might be filtering your traffic?
Then second, can you check that no lingering processes from your VPN are still running? For example: I use NordVPN. If I'm trying to absolutely close Nord, I'll (1) quit the app on my computer, (2) open Task Manager (ctrl+shift+esc), (3) in Processes, "End task" on anything starting with "Nord" (for me, three things), and (4) in Services, "Stop" on anything starting with "Nord" (again, three for me).
Yes, I used to see the same thing when using ChatGPT 4, but the number of errors in ChatGPT messages seemed to decrease after I switched to Firefox browser, but of course they didn't go away. As an example from the screenshots, I can’t point it out now (as I said, errors have become less common), but they were periodically reviewed by me.
Yes, I have an antivirus program "Malwarybytes free version", but its functionality only scans files on the computer. As far as I remember, I don’t have firewalls.

If I understand your question correctly, then as I already said, I disabled Google Translator as an extension.
But, I use the beta version of ChatGPT “converted to your language”, like in google Chrome (I can’t say it verbatim)
Are you referring to the banner at the top of the screen that asks if you want to use a version of ChatGPT in your language? That banner has been known to cause issues if not accepted or closed, but it sounds like you accepted it. In the meantime, I'm glad you have a somewhat more stable experience in Firefox for now, but I'm afraid I can't think of any more troubleshooting steps to try 😦 Unless it's just the current server load that's causing intermittent errors for you, which could be possible.
You could perhaps try: (1) setting up a hotspot on your phone and (2) switching your computer to that network, to see if the behavior occurs there. That could help identify whether it's a network-level problem, or device-level, but I think we already suspect device-level since it's working on your phone as expected. Tinkering around with further antivirus disabling might help--I'm unfamiliar with all of what MalwayBytes does, if anything, to your traffic.

I tried to turn on the Internet distribution and turn it on on the computer.
It seems to me that the custom GPT has very little left to add - and at the very end it gives the same error.
I don’t know what else can be done here, maybe I can switch to mobile Internet - but it’s unlikely to change the situation
One last lil bonus suggestion: some folks have reported getting a "bugged" GPT of some kind where using it breaks some functionality in a big or little way--it doesn't seem to follow an exact pattern yet. But what has worked for more than one person is:
- Copy all the content of your bugged GPT into a brand new GPT
- Delete the old GPT
- Try using the new GPT, which should be a copy of the bugged one
