I have been expericingn this too where the GPT builder answer it's own questions and doesn't let me answer

This is kind of a guess, but I do wonder if this is intended to prompt the user to answer multiple questions in each response. The "Create" chat does count toward the 3hr cap of GPT-4, so it's kind of a helpful way to limit how many messages you're burning just creating the GPT -- more messages to test with 🙂
