I found a solution for me. I dealt with it for 9 hours before figuring it out. I use AdGuard and pausing it on the site has no effect. I get {"error": "slow down"}. But shutting off AdGuard completly restores normal service.
Not really a solution because I rely on AdGuard, but something with the filters is triggering a threat response. On GPT, I just see Error Slow Down, but on other (not all) Cloudflare sites I get "Sorry, you have been blocked. This website is using a security service to protect itself from online attacks. The action you just performed triggered the security solution." This was never a problem until today, so I think it's a problem with CloudFlare and AdBlock not OpenAI specifially other than whatever threat filters they enabled.
same problem. Also tested disabling AdGuard does allow the use of chatgpt4 again. They probably broke something in yesterdays ddos attacks
If you are blocked from ChatGPT and are seeing {"error": "slow down"} with AdGuard installed, follow these instructions as a potential solution:
Open the AdGuard application.
Navigate to the "Settings" section.
Scroll down to find your list of installed filters.
Locate the "Annoyances" filter category.
Disable the "AdGuard other Annoyance filter" by unchecking it.
Notes:
Pausing on site is not a solution, the solution was to disable AdGuard completely and I rounded the error down to 'AdGuard Other Annoyance Filter'.
I believe this bug was created by CloudFlare's security response to a recent DDOS attack.
Where is the installed filters category? What sub category is it in?
I only see something like it in the "ad blocker" category, And in there I don't see any "Annoyances" filter category
I can see annoyances if I make my own filter, but those arn't checked...
Sorry it's under Settings > AdBlocker > Then scroll through installed filters to 'AdGuard other Annoyance filter'
If that doesn't work for you you may need to disable AdGuard base filter or AdBlocker completely depending on of there's other filters blocking it. I had mixed reports.

Try this
Disable AdBlock completly from that settings menu. If it restores ChatGPT then you can narrow it down yourself.
had to disable "user rules" for it to work <- may look checked but its unchecked on my side. Need to see what inside it is messing with it
