Lots of users reporting this the last two days. You've already noticed that it's still usable in app which is good--you can also start a Browse chat in app then continue it on web as normal as a temporary workaround.

Just thought of this: can you navigate directly to
https://chat.openai.com/?model=gpt-4-browsing
And see if you can start one directly on web from there?
