I have the same issue. It hasn't worked for days for me.

Yes it’s for the website, not the API.
I found out the issues, it turns out if you use NordVPN and have threat protection enabled openAI seems to block it but you have to manually disable it every time you want to use chatGPT. So if any other users use NordVPN and are having the unable to load history error disable threat protection when trying to use ChatGPT and it’ll work. @lucid rapids

i dont use vpn and its not working dude
Unsure what it could be then, but for me that was the issue. Try logging out and clearing cookies. Usually that will fix it or contact openAI directly about the issue.
I am also having the same issue. I found that I can not use it from my PC but I can use the same account from my mobile browser since last 10 hours. I tried to reach OpenAI support but could not found how to contact them.
Start a chat on their support page and send a detailed message with a photo and the error code and it’ll help
