@fallen yacht By any chance are you in Singapore banking with DBS? It's the exact same experience with me -- issue with my personal credit card and also my company's business card. Other merchants are all fine except paying to OpenAI.

i contacted dbs bank about it, and they said they put a block to chatgpt subscription due to many fraudulent transactions towards chatgpt. you have to contact them to bypass the blockage for 24hrs
