I have disabled the VPN but it's still not working.I'm using a PC and changing the browser doesn't fix the issue. Clearing the cache also doesn't work.

Make sure web protection and threats protection from von are off.
Can you also try with Firefox

Since it's only on the pc, it can be software, addon or extensions blocking the access.
Does it work in incognito?
Can you double check all addon on your von are disable and reboot pc to try again ?
Sometime antivirus like avast creating issue
