I am getting the same error since Friday. I am living in the Cook Islands, and use ChatGPT on my private and my work laptop (phone doesn't work either). I tried the incognito mode to no avail. I found a work around for when I'm at home using Surfshark, but at work I'm behing a firewall so this is not an option. Can anyone help me please?

It seems that OpenAi is using a very poor IP geolocation database without all the small countries. Could you please check this? my IP now is 85.94.188.239. Login to the portal or ChatGpt doesn't work because of this.
The only way to use OpenAI is to use a VPN.
the error is happening since weeks and keeps happening also if I restart the modem and get a new IP. I guess that OpenAI can't be used from Andorra..
