I had ran out of my GPT 4 limit of messages on my account, so I decided to create another account with my other phone. However I used the same debit card for the purchase. Then on the new account even though I had been charged I wasn’t able to use GPT 4 at all.

You can only use one account. Limit is per payd person. Not per paid account.

It is intentional. It is against the policy to have more than one account.
