#Some of my instructions to edit my novel are not working very well

A long time user suggested I send my instructions to you. I have been trying to get ChatGPT to follow instructions, but it is all over the place. Sometimes it ignores the instructions. Sometimes it changes all double quotes (") to single quotes ('), sometimes it uses the $ incorrectly. I tell it what it is doing wrong and it does not respond correctly. Is this system unreliable, or am I giving it poorly worded instructions? I have been using ChatGPT for a month now. Most of these instructions work, but the one with the $ is not working at all. Any help appreciated.
