It's live. I got access to it last month. But extremely pricey.

It's invite only, but public. You have to join a waitlist here https://openai.com/waitlist/gpt-4-api
Also note that the gpt-4 model is only the 8k version and it does not support images.
Some have waited months for access, some have waited days and there's no apparent logic behind who gets in and who doesn't 🤷♂️
