ChatGPT said Apple AirPods Pro (2nd Generation) have the best ANC from my list of earbuds. In several minutes I asked it the same question with the same list again and it said Apple AirPods Pro (2nd Generation) are the worst from my list.

I would imagine there are reports in the dataset that say both things, so, depending on how it's asked you will get both results
