Steps to reproduce

  1. Attempt to use ChatGPT-4

Expected result
Be able to use it 25 times before being locked out.

Actual result
Results are highly inconsistent, with no apparent patterns and no way to reliably reproduce the results. The following results are roughly within the past 5 days. Any of the following results may occur:

a) I'm able to use it 25 times before being locked out. (75-85%)
b) I'm able to use it less than 25 times before being locked out. (15-25%)
c) I cannot use it, because it's already locked out, even though I haven't used it at all in the past 3 hours. (5-10%)

Percentage of results is roughly estimated.

This isn't a bug.

OpenAI has said the caps are variable, depending on usage:

ChatGPT Plus subscribers will get GPT-4 access on chat.openai.com with a usage cap. We will adjust the exact usage cap depending on demand and system performance in practice, but we expect to be severely capacity constrained (though we will scale up and optimize over upcoming months).

Depending on the traffic patterns we see, we may introduce a new subscription level for higher-volume GPT-4 usage; we also hope at some point to offer some amount of free GPT-4 queries so those without a subscription can try it too.
