Especially if you are using GPT-3.5, it is probably best to start the conversation more generalized about phone numbers and their letter equivalents, ask it to provide examples of text from a couple of your numbers, then try re-inputting your request.

It's having a problem with 1's and 0's
because based on standard they don't convert to letters, it ignores them on output, and because they are ignored on output, the length is longer than 7
add "Zeros remain in their place and are not converted to letters." and see if that instruction helps it.
I've not yet found something that gpt had significant problems with, but this is it
