I am having this problem right now. I entered my payment info and it said my card was declined but they charged me $20 and I still don't have GPT plus. I'm hearing lots of people are having issues with payments and whatnot. It's stupid.
The team has already made a statement and they are solving little by little (a few minutes ago they activated me), please be patient.

also having payment issue, tried multiple cards but keeps getting declined. already tried calling the bank, bank said no issue on their side. so prob just need to wait
Found a reddit post saying that using a VPN helps solve the issue. Im gonna try that rn and ill let you know if it works
i tried already, did VPN to US IP but still no work
odd. my issue has been that the card declines but the $20 is still pulled. everytime it does that, it gets refunded after a couple hours (although when I tried again 10 mins ago it only took like 5 mins to refund to my bank)
one of the first times i charged the card, that was the result - they pulled the 20 dollars, and then refunded it to me (confirmed by the bank)
but afterwards, all the charges get declined
does it decline and pull for you? or does it just decline and not take your money

i tried purchasing on mobile (just using my debit info) but that didnt seem to work. is the apple pay thing just connected to the cards in your "wallet" app?
i dont use apple pay lol, but i do use the apple wallet tap to pay sometimes so i just dont know of theyre the same thing

they should at least have error message tellign you why it's declined, bad UX. because the bank is saying it's not on their side
yeah its more than likely on OpenAI's side, but its still just odd. theres countless reddit posts and #1070006915414900886 about issues like this so it sounds like a widespread issue

yeah theyve been adding countries to their supported list from what ive seen. i heard they recently added India and a few others according to their twitter

If you are still encountering issues with your Plus membership not showing you can now go to https://help.openai.com and use the live chat bot in the bottom left and select "Billing" and then "Unable to access ChatGPT Plus"

Thanks. My problem is solved. The first two times, I tried with Revolut and Curve, but both were declined. The third time, I logged out of Brave/Chrome, opened Microsoft Edge, and used another card from ING/NN. I entered the exact address (with commas) as it appears in my bank account app, and it worked. So, it took three attempts in one day.

😦 So I guess... the last thing to do is what Foxabilo says (the thing with the live chat bot).
It's close to 48 hours since i did this and yet no reply from them. Still no access to Plus mode. And now ChatGPT is saying I have too many questions and telling me to try again in an HOUR even when I have paid. This is so frustrating.
Prompt with chatGPT-4. I've put the wrong comma ("upgrade, plus") but anyway ....i think it's a good answer.

A lot of people filed chargebacks against OpenAI due to the recent bug. If your bank is more liberal with approving those, Stripe might increase your bank's fraud risk on OpenAI's behalf due to the large amount of disputing. I'm not a banking expert and I don't work in finance, but if your bank said they approved it but you weren't charged, that most likely means it's related to fraud risk
Stripe will also use various other factors, like checking that your IP address matches your billing address. I recommend to anyone affected to use their phone if the problem is on desktop
