"Your card has been declined" when trying to set up Billing for GPT API | OpenAI | Page 1

I've been trying to link my card in https://platform.openai.com/account/billing/overview so I can use the gpt-3.5-turbo API but I get the "Your card has been declined". I'm in Chile. 2 months ago I've successfully subscribed to ChatGPT Plus so I don't know why it doesn't accept my card now. Though back then I used the Stripe link, and it seems like there isn't a Stripe link for the API. Is that correct? What can I do here?
