Most projects I've seen that support plugins through LangChain tools are hard-coding their plugin implementation, so no, I don't think there's anything that support picking any arbitrary plugin like OpenAI UI, although it's technically possible to implement (at least with plugins that do not require authentication).
Like Braeden said, plugin will be available to Plus users soon. So if you really need this feature, it's better to use the official UI instead.
You only need to insert your own API key when prompted, I think.
Note that this UI won't be usable if you do not understand Japanese because the TTS only supports JP language.

I noticed that a lot of people use McKay's UI: https://github.com/mckaywrigley/chatbot-ui
It almost looks like a copy of OpenAI UI with a few extra features. So you might want to check that one out instead.
The development of it has stagnated though.
I do but don't think all plug-in need to be paid for as OpenAI didn't make all of them.

I agree, I think most users are subscribed for GPT-4 access, and not necessarily for plugin access.
Even though Bard is not as powerful as GPT-4 in general, I've seen a lot of people are contend with the result due to better UX (e.g. no need to select a plugin to get the latest info from internet etc)
