I had the same issue. I also wrote to support (support@openai.com) and another email ar@openai.com, no one answered me for a week. Then I sent the letters again, and after 20 minutes they answered me from email ar@openai.com, if you didn’t write to this mail, then write, it mainly deals with issues on the payment system. And be sure to attach a screenshot of the payment history and payment receipt (there should be two of them). The duplicate payment was removed from the profile in the section my plan, they said that in 3-5 days the money would be returned to the account. Today my money was returned to the card.
