The public IP you're trying to access from is most likely blocked by CloudFlare's IP access rule that OpenAI uses. This is due to accessing from a country or region not supported by OpenAI. Although, you claim to be from a supported country.

Have you tried accessing from a different internet connection, for example from a cafe, library or mobile internet?
