Same here - I have the option to Upgrade to PLUS.
but when i pay, I get the credit card declined message.
I have tried 2 different bank's card.

So is there a bug fix for this?
Confirm whether you're accessing from a supported country:
https://platform.openai.com/docs/supported-countries
Make sure you are not using a VPN to circumvent geo-restriction.
Try logging in from a new incognito session (this will refresh your cache/cookies)
Try logging in from a different residential network
If it still does not work, then contact OpenAI support via email support@openai.com or chat with OpenAI support specialist from https://help.openai.com/
Tried all permutations and combinations.. still getting the same card declined msg. Have now sent a mail to support.
Same issue tried with card of about 5 banks today from my country 🙂 I have emailed the Support Team the detailed version. Hopefully we'll get a solution/alternative to this.

Well, I have been waiting for a response, but none yet 😄 My card works just fine on openai.com, It is just ChatGPT PLus where everything fails.
Did you send your mail to plus-support@chatgpt.com? .. asking this as i sent another mail today. My previous mail was to support@openai.com
Ohh I thought my country was issue but it seems like it is in the supported list

Instead contact OpenAI support via email support@openai.com or chat with an OpenAI support specialist from the web https://help.openai.com/.
OpenAI is currently experiencing high volume of requests, it may take some time to receive a response.
I've sent my email only to support@openai.com 48 hours ago, given that they're overloaded, I think it is probably going to take some more time 🙂
I'll wait and keep this thread updated, if this gets resolved.
Just tried it again today, this time using my phone. Not sure if something fixed on the backend, or the phone browser made a difference.
But it worked for me this time.

bug in the UI: when deleting a conversation, the title stays on top of the page instead of reverting too, making user feel that they are still in the deleted conversation. Thanks

exactly same issue here I. I have been using the same card for all my transactions with OpenAI, including access to the API and GPTPLUS, but suddenly it is being rejected. This is a serious issue for us as we are a heavily reliant on GPT and we need to have this issue resolved before Apr 5, 2023 12:00 AM UTC, or our API access will be suspended.
and i have the issue that i have paid for one acc on the same email 2 times that says i have paid 50$ for one month.. i need response about this.
My cards keep getting declined. Also, haven't gotten a reply back from support. Let's hope that this gets resolved or at least addressed if not soon then in the future...
