Cannot create new account

Bug Report:

Steps to reproduce:

1. Create 3 separate OpenAI accounts with the same phone number ([phone])
2. Deactivate/Delete those 3 accounts via OpenAI account deletion
3. Try to create a new acount with the same phone number

Expected result:

I am able to create a new account with that phone number

Actual result:

I am unable to make that account because it says it is linked with the maximum number of accounts
