I implemented GPT-3 API and choose text-davinci-003 model. Quality of responses using API is not good compare to chatgpt. I know API GPT-3 is lite GPT-3 version. How can I access a full version of GPT-3 model?

The API is using (I think from my comparisons) the same as the models available in the Playground, hence, no GPT3.5 support.
