Do I understand it correctly: You assume that Open Al would like to motivate "ChatGPT plus" paying customers to rate the ChatGPT responses by clicking on Feedback button by limiting the requests?
I keep getting this message too and it's rather annoying. No matter what time of day. Same old stuff.

Regardless of OpenAI's rationale for limiting requests. The mere fact that the number of requests is limited may be reason enough for all of us to think about how to reduce the number of requests. For example, because every click - whether on Google or OpenAI - consumes a considerable amount of energy and has an ever-increasing impact on the environment 🌿 .

The issue is, we don't know exactly the rate-limit for free or paid uses.
We only know there is a rate-limit for free users and the rate-limit for paid users is two times lower.
But what exactly does this mean? If we have no reference, we can only speculate.
To use this service, there are server cost and every prompt input/output consumes a wast of energy. So to have a rate-limit for paid users is necessary too.
Only the training of this model consumes energy like 1.8bil house-holds would consume in one year. I read that one token (which are aprox. 4 characters) consumes about 0.8 kWh.
Now think about how much the impact is with a prompt of 50, 100, 300 words etc. of one person.

I have this same problem. Have not gotten a single request to go through since I moved to the paid plan of ChatGPT Plus. Surely I should be able to make at least once request on the paid plan?
