I wanted to use ChatGPT, usually conversations are very good and trouble-free. Sometimes there is a bug that is well known to us. The error message is in the subject. I keep having to stop using OpenAI because of a bug like this.

That's not a bug. You are being rate limited. Also you are probably looking for one of the chatgpt channels as there is no api for it.
