- checked in different browser (chrome and opera)
- cleared cache in both browsers
- enabled cookies

Are you using a VPN?
I only encountered this error in 2 occassions
- I was using a vpn and requested, I then stopped using it then requested without refreshing then that error was thrown.
2.I tried using 2 devices on the same account and requested on both without refreshing
I would suggest try creating a new account and requesting there, if it still doesn't work then I suggest you contact support, they can offer more helpful advice on how to troubleshoot that thing

You can post in #chatgpt-bugs but its best to reach out to OpenAI using their contact email or support center, this isn't an issue that can be solved by someone on Discord, it seems like your phone number is not able to receive verification codes and OpenAI must help you with this
