Unless you can have the model locally present, in which case you can use it offline. I don’t think they have the model file publicly available.

no, it does not, chatGPT is only available on the website and requires internet to work

Nope. You would have to have a pretty hefty computer even if they did release the trained model. Something like 8 GPU probably minimum which run something like $10k a piece so an $80k USD computer to run the model.
