I am looking for a low/no code app builder that allows the app to detect incoming sms messages, read previous messages in a texting conversation, and also send sms.

SMS isn't low/no code unfortunately.
You'll need to import elements from various libraries to have everything you want
Try with retool.com or webflow.io, but I fear they will only get you part way.
