Below is subtitle file with sentences spoken and timestamps, these subtitles are extracted from a video. i want to cut that video automatically into smaller clips based on the topics of that are being discussed. these clips MUST cover a time period of at least 5 minutes. for that i need correct timestamps when to cut it. timestamp example - 0:09:08,000 means 0 hours 9 minutes 8 seconds, the 3 digits after the comma are milliseconds - you can ignore them. I need you to do that for me. Then generate a caching Youtube title for every clip, a few sentence simplistic description and provide exact timestamps on where the clip starts and ends. here is the text:
