Right now fixed descriptions, factions etc. I can give them. But anything is possible and easily expanded on in my system. Maybe let the AI generate its own AI persosonalities.

bro this is amazing, it has a lot of potential, imagine an open world game where all the npcs are that realistic, this could change the future of videogames, good luck with the project, I'll keep an eye on this. Also, I don't know if this is helpful or applicable to the game, but using the online tts service of the balabolka program, and choosing the microsoft azure voices, you can get VERY realistic voices.

I love the Azure voices and the extra options and the "speaking style" is awesome sounding.

If you want voice actor quality TTS I recommend Eleven Labs. The only downside is that it's expensive and can be slow.

Azure probably is the best fit for your use case. But I highly recommend listening to what Eleven Labs can do. I was blown away.
