Does contacting the moderation endpoint spend my credits?

Hi, I'm just wondering if the moderation endpoint is spending my paid credits. On the playground's content filter settings it says "free to use." So I thought why turn it off and just left it on. But in my dashboard I can see that each time one request is made to davinci, two requests are made to moderation and it costed my tokens. So I just wanted to make sure if that does or does not count toward my $$$.

btw, when will the chatbot restart registrations? It says it's at capacity rn, I can only use the davinci model now but I'm more interested in ChatGPT bcoz I'm not good at training my models, tweaking settings, ..
