hes been spawning relatively frequently but nothings happened for in-game weeks, is this an issue with the mod or are we missing something to make it progress? this is on an aternos server

there are no structures or no other action other than Herobrine just occasionally standing, looking, and leaving, and it's been this way for ages, is there any fix?
