if there's a place that can be truly be safe from herobrine - then it's definitely underwater. he can't spawn or do his shenanigans there.

and yet, what if herobrine could do something outside it while player is underwater, looting shipwrecks and ruins?

suggestion: add a random chance of herobrine creating an ice platform when players are underwater, (as if he had frost walker boots) so there was a real chance of players drowning because they weren't very careful and vigilant.

Ooh, I've always thought the water is too safe from any sightings, so this is a very good suggestion! I'd add that the ice shouldn't stay too long though, just enough to make you panic

make it stay until like 3 bubbles

Although I think this a good idea, would probably have to be off by default..
Unless you do what EVIL said in their message by always having it end before you run out of air that way if the player does drown its not the datapacks fault but more or less their fault..

yeeeah i kinda forgot to mention that ice platform is just there for a scare, not to actually kill a player, so it should be exist for like, 5-8 seconds?

in order to prevent predictability it would be funny if it stayed just a tiny bit longer after the oxygen bar depletes so the player notices they're actually drowning
