I have built herobrine multiple shrines and have seen him before but I dont get the achievment for it neither he spawns on top of them

The achievements are disabled by default, if you wanna enable em, you will need to enable through the config

i have enabled them i have gotten some

Alright well, Did you enable the shrine surprise setting ? That setting I believe makes him appear on top of the shrine once lit.

You built it correctly, usually lightning strikes when it’s lit
