i placed the zip file into my datapack folder and reloaded the datapacks.. How do i summon him now?

And remember to put it in the resource packs too

by default he will just appear naturally after 3 days but you can "provoke" him by building the shrine

either make sure you built the shrine correctly or you must've installed the datapack wrong
