Different page Blocks per locale?

We're migrating an existing site wherein some of our pages have different content across different locales. From what I've seen, adding/removing Blocks to a page in one locale saves that change across all locales. Is there a good strategy for either (occasionally) supporting different blocks by locale, or else supporting different pages with the same slug but different locales?

for SEO reasons, we'd like to avoid making a whole page/url
