Custom content templates

Hi there, newbie here 👀

Is there any ideas on how i can implement templates for content, that users also could create later?

for example, i could have been pick some template with category “cooking” with predefined blocks of content in it, fill all stuff and get published
And CMS users could also create their own templates with different categories and blocks either

Watched all docs, plugins and messages here btw and found nothing similar

Current solution in my head to use hooks and based on category select autofill some fields, but seems not to flexible for ordinary users to create new ones templates
