Can anyone help me set up the starting web template?

Hello, I went on github and cloned the web template, followed the quick guide, but I'm stuck with the database part. Can anyone explain should I create my own mongodb and somehow connect it to the template, when I run the seed command I get an error: "'rm' is not recognized as an internal or external command".

I'm on Windows, maybe that is the issue.
