I mostly try to keep temporal anomaly on cooldown, spread echo, and keep reversion on as many targets as I can. I don't know when I should be using my cooldowns, and I'm really bad at predicting when damage is going to go out. I don't know when I should prioritize spirit bloom over spreading echos. I know I'm supposed to be doing echos + verdant embrace, but I always fuck up the timing. The only raid I know decently this season is Amirdrassil.

First and foremost you did have excellent temp anomaly uptime on that gnarl so extra kudos! 
but to address your main issue of not knowing when to pop cooldowns, generally bosses(there are certainly outliers) have 1-3 "healer checks" it usually boils down to either big burst of aoe damage or big heavy dot on raid.
I feel like instead of just telling you when damage goes out on gnarlroot it is simply better to tell you how to anticipate damage, every boss typically has a cadence that is usually learned through progging/repetition, a great way to learn this is looking at overall raid damage taken on logs, looking at gnarlroot occurs in a random (but consistent) pattern, (i am comparing one of my logs to yours fyi)
We can see that damage consistently occurs at 35s into the fight, 54s, and around 1:10 (for me at least). With this information in mind you can set in game stopwatches/timers and pop your cooldowns coinciding with these times that you have memorized (if you really want to). This is truly something that will become easier with time spent on pres and as you become more familiar with raids overall, have patience and grace and it will come to you as well 
Moving onto how you seem to heal (looking at your volcoross log for consistency's sake.)
Dream Breath
is one of your most potent healing abilities when used effectively, im talking it can be around 20% of your healing, you were not using it even remotely as often as you should, you casted it once out of the possible total 6 casts you could have had in that fight. This is really rough as DB is incredibly strong when setup with CoY, every other Verdent Embrace
should be used to setup CoY into your Dream Breath at a minimum as well, ideally you want to use echos as well but sometimes that isnt an option.
Also in that fight you never casted Stasis, Dream Flight, Emerald Communion or Return. This absolutely does not help your low healing numbers as these are some of your highest healing abilities. I can not overstate how important it is to use these abilities.
On to Stasis
first, its a good habit before a pull to use Stasis, then cast 2 Temporal Anomaly's before the pull. Stasis will save these casts as the boss is pulled, then you cast your third temp anomaly and now have a surprisingly strong raid cd of throwing out shields and baby echo's. ( i can explain this in better detail if you need me to)
Dream Flight
and Return
are both just excellent to use when heavy damage goes out, dream flight being more situational at times, as to use it to its full potential requires people to be stacks or in a line, whereas return is a lot easier to apply and use.
And as a quick tidbit onto Emerald Communion
, use temporal anomaly -> as many echos as you can -> Into another temp anom if you can -> Verdant Embrace -> Emerald Communion. This will cause all healing done by EC to be sent to lifebound targets as a %, causing its healing to absolutely skyrocket. An incredible healing tool but should be setup with care.
And as for spiritbloom, I usually just send this on cd by itself when needed, you can setup echos for it but i typically find my echos being consumed by DB or Reversions.
And for this season, you should typically be consuming your echos with Reversion for typical rot healing and DB for heavier damage (usually)

There are some other things to nitpick at but it wouldnt be truly constructive at this time, these were simply what I believed to be the most pressing, certain pres healers on youtube can be great sources of info, Aerith is great for M+ and general pres but plays it at a very high level so would absolutely reccomend checking her out :)

Stasising 2 temporal anomalies sounds good, but my raid rarely waits a full 10 seconds before pulling. Do I attempt that anyway or should I be storing something else?
Call of ysera is why I rarely use dream breath. I want to use it after verdant, but I rarely manage to echo that successfully to heal damage. Would it be dumb to waste verdant just to cast dream breath?
You can stasis on the way to the boss! its nice to get a temp in right before the pull, but the loss is less than negligible if you cant
not dumb at all! its a good starting spot to just consume echos with reversion, just building up the muscle memory of ve'ing before db is just as important!

Is the timestamp when they started loading stasis or released it?
I configured bigwigs to show me raid timers, so maybe that will help with me failing to predict damage
the timestamp is when they put the 3rd spell in stasis (0:00 means pre-pull), the opaque bar is when they released, the transparent bar is how long it's on cooldown. they overlap like that because the cooldown starts once you cast the 3rd spell
also thats mythic difficulty the timings may not be the same for heroic and mythic on every boss
